Summary: The present study aimed to investigate the impact of reward and penalty policies on the behavior of internal stakeholders in construction and demolition waste (C&D) management, encouraging proper disposal of these wastes at Voluntary Delivery Points (PEVs) and reducing improper disposal. To this end, a systematic literature review was conducted, the Contingent Valuation Method (CVM) was applied through questionnaires administered in the municipality of Aracruz, ES, and a System Dynamics (SD) model was developed using the VENSIM® software. Three distinct scenarios were simulated: reward policy, penalty policy, and a combination of both policies. The results showed that combined policies are more effective in reducing improper disposal and promoting C&D recycling. The implementation of the combined policies reduced improper disposal by an average of 96.9% over the analyzed time horizon. Additionally, approximately 69.5% of the participants accepted rewards for delivering C&D, with the willingness to receive (WTR) for making deliveries at PEVs set at R$ 35.31 per ton. The cost analysis revealed that the penalty policy achieved an average savings of approximately 20.77% compared to the current scenario. It is concluded that reward and penalty policies are essential for promoting responsible behaviors aligned with sustainable development goals. This study contributes to understanding the influence of government policies on internal stakeholder behavior, particularly regarding voluntary CDW delivery to PEVs. Future recommendations include continued research into implementing incentives for CDW collection and disposal companies, recyclers, and identifying the optimal fine value for improper disposal.
