Summary: With the 1988 constitution and its consequent political decentralization, the debate on state capacities in Brazil grew, especially of the municipalities, which from that moment on became federative entities with more autonomy and with new responsibilities and attributions. Some of these attributions are related to urban policies. The study of state capacities has grown around the world and is concerned with the ability to make the state fulfill its objectives and purposes. Small municipalities are the focus of this work because they usually have difficulties in fulfilling these new responsibilities. Thus, this study aimed to analyze the state capacities for urban policies in the municipality of Piúma, Espírito Santo. As a method of data collection, semi-structured interviews, document analysis and observation were used. From this, the data were divided based on content analysis into three categories: Institutional-administrative, Economic-financial and Sociopolitical. From this it was possible to observe a lack of organizational structure, lack of personnel to carry out the activities and little institutionalized social participation. However, there were also increases in the budget and personnel of some departments, as well as attempts at social participation from the processes of revision of the Municipal Master Plan.
