Summary: It is understood that the size of the municipality exerts significant influence on its
dynamics, culture, and urban development. To deal with issues related to Urban
Policies, including as Urban Development, Social Interest Housing, Urban Mobility, and
Basic Sanitation, the legislation guides the creation of organizational structures and
management instruments such as secretariats, municipal councils and specific funds,
without taking into consideration the size of the municipality. Fostering structures of
the Brazilian municipal public administration without any coordination, currently, the
multiplicity of councils reflects isolated and fragmented actions. The IBGE Census
(2022) reports that out of the 5,570 Brazilian municipalities, 4,890 (87.79%) have less
than 50 thousand inhabitants and the 2010 Census says that these are the
municipalities that have the worst conditions of basic urban infrastructure This study
aims to evaluate the feasibility of integrating Urban Policies, through the unification of
their councils in small municipalities. The methodology involved bibliographic and
documentary research, case study, and interviews. Aiming to overcome the
fragmented structure and simultaneously enhance city management processes,
municipal councils are proposed as the point of interconnection for these policies,
serving as a viable alternative to overcome these obstacles and promote a more
cohesive and effective urban development. The analysis revealed the need for
substantial advances in municipal organization, training of council members, within a
solid approach to planning and management of urban policies.
