Summary: n Brazil, socio-spatial inequality, housing deficits, and inadequate housing are severe realities, especially in densely populated urban areas. Since 1996, the city of Vitória, the capital of Espírito Santo, has been taking steps to address these issues by implementing land regularization programs aimed at securing the right to housing and improving urban areas. The Brazilian urban legislation has also undergone amendments, including the Law 13.465/2017, which aims to adopt legal, urban, social, and environmental measures to incorporate informal cities into formal ones and promote the titling of their occupants, an initiative known as sustainable land regularization. This study aims to evaluate how these land regularization programs have promoted sustainability over time in territories occupied by vulnerable populations in Vitória, using documental and bibliographic research as well as interviews. The analysis highlights that legal mechanisms alone are insufficient to ensure sustainability in land regularization projects. Instead, it requires the government's willingness, financial resources, skilled technical teams, and integrated policies among strategic sectors of municipal and federal governments to achieve a sustainable outcome.
