Summary: After the dictatorship period, the Federal Constitution established participatory processes to
encourage democratic management in the country. Thus, social participation was presente
in the formulation, implementation and monitoring of public policies. With different
mechanisms, levels and formats, social participation differs in ach process according to its
objectives. The quality of social participation in the planning and management of sectoral
policies is fundamental for concrete actions that promote social justice for all to be effective.
However, the legal provisiono f social participation in public policy management does not
guarantee that participation will occur effectvely. To occur with quality, some limitations
mus be overcome, including the training of government and non-governmental
representatives of participatory instances, which corresponds to an aspect of the technical
dimension of state capacity. This work aimed to show that strengthening state capacity is the
way to achieve social participation through the literature review and the results obtained in
the quetionnaire applied to municipal councilors of the municipal master plan of Vila Velha,
a city in the state of Espírito Santo, Brazil. The Municipal Master Plan (MMP), as the main
instrumento of Brazilian urban policy, must be debated and implemented by the council
responsible for its management, and therefore, it is necessary for municipal councilors of the
MMP to be trained to promote participation aligned with the purposes described in their
assignments according to the plan. Lastly, the work showed that in addition to the need for
specific training for municipal councilors of the MMP, the relationship between state
capacities and participatory processes must be reciprocal, as they must work
complementarily to provide an advantageous association for both the State and society.
