Summary: Public-Private Partnership (PPP) and concessions are an option to make feasible infrastructure
projects. Nevertheless, the success of a PPP project can be influenced by several factors to
varying degrees. In order to identify and evaluate the importance of Critical Success Factors
(FCS) in the management of PPP and concessions of the water and sewage sector in Brazil,
firstly, the FCS in PPP and concessions processes of this sector in Brazil were identified and,
then, the role in the management of the FCS for the PPP and concessions of this sector in Brazil
were evaluated. For this, the use of the adapted Proknow-C procedure was defined as an initial
methodological strategy. This, through a bibliometric analysis and reading of articles focused
on the theme under study, contributed to identify the main FCS for PPPs in the water and
sewage sector in Brazil: appropriate allocation / sharing of risk, including contractual
rebalancing risks; effective legal and regulatory framework; strong commitment / responsibility
of the public and private sectors; strong private consortium; transparent bidding process;
competitive process in the concession dispute; available financial market; stable
macroeconomic situation; political support for the implementation and maintenance of the
concession / PPP; social support / social acceptance; stimulus in the concession for the
continuous adoption of innovations; realistic cost-benefit study; well-organized and committed
regulatory agency; authority shared between the public and private parties; realistic rates; good
corporate governance of private enterprise; and economic viability of the project. Subsequently,
by means of a questionnaire, these FCS were classified by 57 stakeholders from the public and
private sectors. Respondents, directors, project managers, secretaries, auditors, investors,
regulators, consultants and specialists involved in PPP and concessions in the water and sewage
in Brazil. Based on the collected data, an exploratory factor analysis was applied, identifying
six success factors: good governance of the public administration, favorable socioeconomic
factor, political support and private expertise, public-private equity, risk allocation and
partnership and economic sustainability of the contract. These factors provide a basis for the
development of projects in the PPP process and, if contemplated in the implementation of PPP
projects in the target sector of the research, the success of the project is guaranteed. In order to
analyze the effects of factors in enterprise management, the creation of a core or a PPP unit is
suggested to bring together the key decision makers of the factors identified in the research.
The result will influence the development of PPP policies and guide decision makers and
partners in the development of PPP projects.
