Summary: With the sanction of the National Solid Waste Policy, the Organizations of Recyclable
and Reusable Material Collectors (OCMR) have been formally inserted into the
integrated management of solid urban waste. However, due to the social and
economic situation of waste pickers, the CMOs have performed inefficiently their
Recycling Chain Operating Activities (AOCR) due to dysfunctions in various areas of
the business. In order for CMOs to strategically position themselves in the recycling
market by networking, they need to have a standardized production language. Thus,
the objective was to propose the organization of AOCRs, hierarchical according to
Brazilian criteria influencing market efficiency (ICES). The methodology used
bibliographic research and consulted 80 Brazilian specialists for ICES validation. An
exploratory survey, multicriteria analysis of the Analytic Hierarchy Process (AHP) was
used for hierarchy of AOCR and Focus Group meetings in 6 regions of Espírito Santo
with 124 representatives of CMOs and public authorities. As a result, ICES has been
identified as "ability to receive and process recyclable material", "being organized
with self-management", "ease of implementation of production steps", "support of
public authority and development entity", "ability to compete in market "and" capacity
to add value to the product ", listed in descending order of importance. It can be seen
that the three most important criteria are directly related to the infrastructure,
equipment and self-management of the business, confirming the hypotheses
described in the literature consulted. With regard to the total of the 74 AOCRs, 13%
were classified as fully performed, 49% as partially performed and 38% as
unrealized. Regarding the execution method, 72% of them were classified for
execution in the form of a process, against 22% for the project and 6% for the
operation. The activities of "Planning and aligning supply chain resources",
"Acquiring raw material" and "Planning and managing customer service operations"
were among the top 10 activities (TOP10) with the highest degree of importance for
all Espírito Santo regions.
